In a 2012 report from Queensland Mines and Quarries it was recognised that the yearly increase in high potential incidents (i.e. incidents that could cause major loss or a fatality) was reasonably expected due to the increasing numbers of inexperienced personnel who may be more susceptible to accidents and safety breaches. In support of the scope of this issue is recent data from a fatigue investigation in the Australian resources industry conducted by TMS Consulting that suggests up to 50% of the tested workforce had less than one year of industry experience. This paper explores the challenges and consequences that an inexperienced, unskilled and new workforce brings to workplace productivity and safety and provides guidance on interventions to address this issue.
